Measures of Beijing Dance Academy on the Administration of Academic Status for Undergraduates

In order to carry out the state education policy, maintain the normal order in teaching, strengthen and improve the administration of academic status for undergraduates of Beijing Dance Academy, promote the moral, intellectual, physical development of college students, and ensure the training quality of talent cultivation, the regulations hereunder for the administration of academic status for the undergraduates of Beijing Dance Academy are formulated pursuant to the “Education Law of the People’s Republic of China”, “Higher Education Law of the People’s Republic of China”, “Provisions on the Administration of Students in Regular Institutions of Higher Education” (Ministry of Education of PRC Order [2017] No. 41) and other relevant laws and regulations, combined with the situation of Beijing Dance Academy:

Section I Enrollment and Registration

Article 1 The new students matriculated in accordance with the state regulations for enrollment shall go through the formalities for enrollment according to the requirements of the school at the prescribed date by holding the relevant materials stated in the “Letter of Admission of Beijing Dance Academy” and “Notice for Enrollment of New Students”. Upon completion of the enrollment procedures, the Academy will issue the student ID card (for details, refer to Annex 1. “Measures of Beijing Dance Academy on the administration of student ID card”), school badge and the “Beijing Dance Academy Student Handbook”.

A student who cannot be enrolled on time due to reasons shall apply for leave of absence from the Academy. A student who does not report for enrollment within one week without a good cause or applies for leave of absence for more than one week is deemed as waive the qualification of enrollment, unless there is justified cause such as the force majeure.

Article 2 The Academy shall conduct a preliminary examination of the qualification of enrollment for new entrants at the time of enrollment. A student who is qualified through examination goes through the enrollment procedures, and the student’s academic status is registered; if, through review, it is found that the new student’s credentials such as the notice of admission and the information of the candidate are inconsistent with the actual situation, or there is other violation of the state provisions on enrollment and examination, the admission qualification will be cancelled.

Article 3 Where a new student is unable to report for enrollment and applies for retention of admission or if the Academy considers that the enrollment qualification shall be retained, the student may apply for retention of enrollment qualification for one year with the approval of the school. The time of retention of enrollment qualification is included in the time limit of schooling at the school. There is no academic status for a student during the retention period of enrollment qualification.

A new student shall apply for admission to the Academy one month before the expiry of retention of enrollment qualification. New students go through the formalities for enrollment after having passed the school review; enrollment qualification is cancelled if new students do not pass the review; a student who does not go through formalities for enrollment within the stipulated period without a justified cause such as the force majeure is deemed as waiving the admission qualifications.

Article 4 The Academy will make review as per the state enrollment provisions within 3 months after the enrollment of students. The review mainly includes the following:

(I) whether the admission procedures and procedures are in line with national provisions for enrollment;

(II) Whether the admission qualification is true and is in line with the relevant provisions;

(III) Whether the student and the identification are consistent with the notice of admission and the candidate’s files;

(IV) Whether the physical and mental health of the student meets the requirements of physical examination for specialty or professional classification, and whether it ensures normal learning and life on campus;

(V) Whether the professional level of students admitted under special conditions meets the requirements of admission.

If, in the review, a student is found to engage in fraud or malpractices, etc., and the student is deemed as unqualified through review, the principal’s working meeting or special meeting authorized by the principal decides to cancel the student’s academic status; if the circumstances are serious, the academy will hand over the student to the relevant department for investigation.

(VI) New students must participate in the physical examination organized by the school upon enrollment.

If it is found that a new student has a disease and does not meet the requirements of the specialty during physical examination, and the student is certified as unsuitable for studies at the school by a medical institution at Class II and Grade A or above designated by the school, the enrollment qualification can be retained for one year after it is agreed by the school’s infirmary, reported to the Academic Affairs Office, and approved by the competent principal.

A student who has recuperated through treatment during the retention period of enrollment qualification is entitled to apply for enrollment to the school, and return to the medical institution designated by the academy for re-examination by bearing the normal results of physical examination for the preceding three consecutive months. If the results of the review meet the standards of enrollment physical examination prescribed by the state and school regulations for the specialty requirements, the student goes through the formalities of enrollment again. If the results of the review are still unqualified, the admission qualification will be cancelled.

Article 5 At the beginning of each semester, students shall go through the registration procedures at the relevant department at the designated time. The relevant department checks the number of registered students and collects and submits the ID cards of all students to the Academic Affairs Office for registration. A student who cannot register as scheduled shall perform the procedures for suspension of report and registration. Where a student fails to pay tuition fees according to the Academy regulations or does not meet the conditions for registration, registration will not be processed.

Students with financial difficulties can apply for student loans or other forms of funding, and is matriculated after going through the relevant procedures.

The school provides education assistance for students with financial difficulties in accordance with the relevant state provisions, and improves the student funding system.

Section II Assessment and performance records

Article 6 Beijing Dance Academy implements the program of academic year and credit-based system in the undergraduate teaching. For the four-year undergraduate studies, the time limit of schooling at the school is 3-6 years.

Students should participate in the courses stipulated by the Academy’s teaching plan and the assessment for various education and teaching links (hereinafter referred to collectively as the courses), and the assessment results are recorded in the report cards and included in the academic status files.

Article 7 Assessment consists of examinations and inspection. All formal compulsory courses and elective courses provided must set up examinations. Students are required to take the course examinations prescribed by the teaching program. The hundred-mark system is adopted for the examinations for all courses.

Those who fail to pass examinations for required courses must re-sit the examinations. The make-up examination for public compulsory courses is generally arranged by the Academic Affairs Office in the first week of the next semester. Make-up examination for professional compulsory courses and practical compulsory courses are generally arranged by the relevant departments in the second week of the next semester. Students have only one opportunity to re-sit the examinations for each compulsory course during school. A student who fails to pass the make-up examination for public compulsory course can apply for re-taking the course during the schooling period, and there is only one opportunity for examination. A student who fails to pass the examinations for professional compulsory courses and practical compulsory courses is not allowed to re-take courses, and is treated as a dropout.

A student who is absent from examinations without cause or turns in blank examination sheets without a justified cause is marked as “absence from examination”, and the opportunity of make-up examination is not given.

The actual results of make-up examination are recorded for the make-up examinations and the words of “make-up examination” are stated.

The actual results of re-taking of courses are recorded for the course re-taking examinations and the words of “re-taking of course” are stated.

A student unable to participate in examinations for relevant courses due to special circumstances must submit an application in advance, and then sits the “delayed examination” with the approval of the Academic Affairs Office. The time for delayed examination is the same as that of make-up examination in the second semester.

Where a student is absent from school for a period equal to one-third of the teaching hours of the said course for reasons other than the leave of absence to attend to public affairs, the normal examination qualification of the said course is cancelled, and the student must take the exam after re-taking the course. 

Article 8 The assessment and evaluation of the students’ ideology and morality is carried out in the form of personal summary, and democratic appraisal by teachers and students, and so on.

Students’ sports performance assessment gives priority to the process management. Comprehensive assessment is made according to attendance, classroom teaching, extracurricular exercise activities and physical health.

Article 9 The courses taken by the student or the compulsory credits achieved by the student shall meet the requirements of the teaching program stipulated by the school. A student failing to meet these requirements shall repeat a year or be sent to a lower grade for learning.

Article 10 Students may apply to minor in other professional courses or take other elective professional courses in accordance with the relevant provisions of the Academy. Students may apply to minor in courses or take elective professional courses at other schools and participate in open online courses recognized by the school. The course results (credits) obtained by the student shall be recognized with the examination and approval of the school.

Article 11 Where a student participates in such activities as innovation and entrepreneurship, and social practice, or obtains the experience and results related to professional learning or academic requirements such as publication of papers, or patent authorization, these can be converted into credits, and included in academic performance.

The Academy encourages, supports and guides students to participate in social practice and innovation and entrepreneurship activities, sets up the innovation and entrepreneurship files, and establishes credits for innovation and entrepreneurship. (For details, refer to Annex 3. “Measures of Beijing Dance Academy on the administration of recognition of credits”)

Article 12 According to the students’ academic performance and academic status management system of Beijing Dance Academy, the Academic Affairs Office shall truthfully and complete state and issue the student’s academic performance report and state the results obtained through make-up examinations and the re-taking of courses.

Where a student is in serious violation of examination discipline or engages in cheating, the examination results of the said course are invalid, and the appropriate disciplinary action is imposed according to the severity of discipline violation or cheating. If a student shows good attitude through education, an opportunity for re-sitting examination or re-taking course for the said course is given. (For specific measures, refer to Annex 4. “Measures of Beijing Dance Academy on the administration of examination discipline for students”).

Where a student suspends their studies by dropping out of school, etc., the courses taken and credits obtained by the said student during the study period are recorded. If the students are re-admitted to the Academy through the entrance examinations in line with the admission conditions, credits already obtained by the students are recognized by the school.

Article 13 Students shall attend the activities stipulated in the education and teaching plan on schedule. Students who cannot attend on time must apply for leave of absence in advance and obtain approval. If a student is absent without reason, criticism of education is given according to the school regulations; if the circumstances are serious, the appropriate disciplinary action is imposed. (For specific measures, refer to Annex 5 “Measures of Beijing Dance Academy on the administration of attendance of undergraduates”.

Article 14 The Academy shall carry out education on integrity for students and record the integrity information of students in academic performance, learning and conduct. Based on the restraint and punishment mechanism for dishonest conduct, a student with gravely dishonest action shall be given appropriate disciplinary action. If a student breaches the academic integrity, their degree and academic title, honor, etc. will be canceled.

Section III Transfer of specialty and transfer to another school

Article 15 Students who are interested in and good at other specialties during their studies may apply for transfer of specialty. Students who are admitted in the form of special admissions shall not apply for transfer of specialty under the relevant state regulations or if the student has express agreement with the school prior to admission.

If a student who has suspension of schooling or is re-admitted after release from military service requires the transfer of specialty due to their own situation, the school gives priority consideration.

Article 16 Students should generally complete their studies at the Academy. Where a student is unable to continue to study at this school or is not suitable for studies at this school due to illness or having special difficulties or special needs, the student can apply for transfer to another school. Transfer to another school is not allowed in one of the following circumstances:

(I) less than one semester after enrollment or one year prior to graduation;

(II) The score of the college entrance examination is lower than the admission score in the same year for students from the same region in relevant specialty at the targeted school;

(III) Transfer from the low educational background to high educational background;

(IV) Admission for targeted employment;

(V) Without proper reasons for transfer to another school.

If a student needs to transfer their studies to another school for external reasons such as the change in the school’s training conditions, the Academy makes out the certificate and the Beijing Municipal Education Commission coordinates in the transfer to another school at the same level.

Article 17 For transfer to another school, the student personally applies for transfer, and explains the reasons. With the approval of the current school and the targeted school, the targeted school is responsible for reviewing the transfer conditions and related proof.

For transfer to a school in another province, the Beijing Municipal Education Commission discusses with the targeted provincial education administrative department, and handles the transfer procedures after the confirmation of transfer conditions. If the registered permanent domicile shall be transferred, the targeted provincial-level education administrative commission shall send the related documents to the public security organ in the place where the targeted school is located.

Article 18 The Academy shall, in accordance with the relevant state provisions, make announcement on the transfer of studies on time. 

Section IV Suspension of schooling and resumption of schooling

Article 19 Students complete their studies in phases. Unless otherwise specified, the studies are completed within a maximum period of six years (including suspension of schooling and retention of academic status) prescribed by the Academy.

Article 20 Where a student applies for suspension of schooling or the Academy considers that a student shall be suspended from schooling, suspension of schooling is allowed with the approval of the school. In principle, the leave of absence to attend to public affairs, leave for personal affairs, and sick leave should be within six weeks in the current study time. For a period of more than 6 weeks, it will be treated as suspension of schooling.

Article 21 If freshmen and students on campus are enrolled by the People’s Liberation Army (including the Chinese People's Armed Police Force), the Academy retains their eligibility for admission or academic status for 2 years upon release from military service.

If a student participates in the inter-school joint development program organized by the school, the Academy retains the student’s academic status during the study period at the joint training school. In the period when the student’s academic status is retained, the student establishes management relationship with their actual forces, school, and other organizations.

Article 22 The Academy shall establish and implement a flexible learning system according to the circumstances. The school shall simplify the approval procedures for suspension of schooling for students who suspend studies to do business.

Article 23 Students may apply for suspension of school once or twice during the learning period, each suspension limited to one or two years. The period of suspension from schooling is included in the student’s schooling period. The start time of suspension of schooling is subject to the time stated in the certificate of schooling suspension issued by the school. If a student applies for suspension of schooling prior to the end of the semester, the said semester is deemed as the period of suspension from schooling.

The matters related to students suspended from schooling are treated under the following regulations:

(I) Students requesting suspension of schooling are required to submit an application for suspension of schooling, as well as the written consent of their parents. After the relevant department makes out opinions, it is reported to the Academic Affairs Office for approval, and the certificate of suspension from schooling is issued.

(II) If the Academy or the relevant department considers that a student must be suspended from schooling, the relevant department makes out opinions and it is reported to the Academic Affairs Office for approval. Then, the notification and certificate of suspension from schooling is issued to the student.

(III) During the course of schooling suspension of the student, the Academy retains the student’s school status, but the student does not enjoy the treatment available for the students on campus. If a student is suspended from schooling due to illness, their medical expenses are solely borne by the student under the school regulations. The Academy is not responsible for the accident that occurs during the student’s suspension from schooling.

(IV) Students shall not sign up for examination for admission to other institutions during the schooling suspension period. Otherwise, the student is treated as a dropout, and the academic status is cancelled.

(V) Students suitable for suspension from schooling must proceed to the relevant department of the school to go through formalities for suspension from schooling within two weeks after the suspension of schooling is approved, and leave school on time.

Article 24 Students who resume schooling shall go through formalities in accordance with the following provisions:

(I) At the expiry of the suspension of schooling, a student shall apply to the school for resumption of schooling at the end of the semester prior to resumption of schooling. A student who does not go through formalities for resumption of schooling within two weeks after the beginning of the semester is automatically treated as a dropout.

(II) For students who spend schooling due to injury or disease, the student shall submit the “proof stating the full recuperation and the student’s capability of normal learning” issued by the hospital at Class II and Grade A or above when the student applies for resumption of schooling. Also, the student shall arrive at the school at the time notified by the school, and undergo re-examination at the hospital designated by the school. A student can only go through formalities for resumption of schooling and registration after the student has passed the examination, and when the relevant department makes out and submits opinions to the Academic Affairs Office for approval and when the notice of resumption of schooling is issued. Students who fail the re-examination are not allowed to resume schooling.

(III) A student who suspends school for other reasons shall provide the necessary proof, and go through formalities for resumption of school and registration after the relevant department makes out and submits the opinions to the Academic Affairs Office for approval and after the notification of resumption of schooling is issued.

(IV) In principle, a student who suspends schooling for one year is included in the next grade for study upon resumption of schooling. For suspension of schooling for two years, the student is included in the grade after the next for study upon resumption of schooling. Upon resumption of schooling, the student pays the tuition fees and other fees according to the standards applies to the class to which they are admitted and the teaching guidance plan for the corresponding class in corresponding grade applies.

(V) Where a student has serious violations of the law or has serious problems in ideology or political standing during the schooling suspension period, the student is deprived of their academic status by the principal’s working meeting or a special meeting authorized by the principal.

Section V Withdrawal from school

Article 25 A student shall have their schooling stopped under one of the following circumstances:

(I) A student fails the make-up examination for one or more professional compulsory course and practical compulsory course during the period at school;

(II) A student fails to complete the studies within the prescribed period (including retention of admission qualification and suspension of schooling);

(III) A student, upon the expiry of the schooling suspension or the retention of academic status, does not apply for resumption of schooling within the prescribed period or their application for resumption of schooling fails the re-examination;

(IV) A student cannot continue to study in school due to illness or accidental disability as diagnosed by the hospital designated by the school;

(V) A student does not participate in the teaching activities prescribed by the Academy for two consecutive weeks without approval;

(VI) A student does not go through registration within the period prescribed by the academy and does not perform procedures for delay in registration;

(VII) Other circumstances whereby a student is unable to complete their studies and should drop out of school as stipulated by the school.

Where a student applies for cessation of studies, the procedures for cessation of studies are performed with the approval of the school through reexamination.

Article 26 When a student drops out of school, the relevant matters shall be dealt with according to the following provisions:

(I) The treatment for a student dropping out of school is reported to the principal’s working meeting for approval. For students who drop out of school, the Academy makes out and sends the letter of decision on cessation of studies directly to the student. If the letter cannot be delivered to the student, an announcement is made on campus for one week and it is deemed as served to the student. It is also reported to the Beijing Municipal Education Commission for the record.

(II) A student who voluntarily drops out of school must submit the application for withdrawal and the necessary supporting documents, signed by the student and the parents. The relevant department makes out and reports the signed opinions to the principal’s working meeting for approval, and the student is notified to go through formalities for withdrawal from school.

(III) For other students who should drop out of school, the signed opinions and the necessary materials are issued by the relevant department to the principal’s working meeting for approval, and the student is then notified to go through formalities for withdrawal from school.

(IV) The Academy issues the certificate of studies to the dropout according to the relevant regulations, and the certificate of non-completed studies is issued for studies of one full year.

(V) Students dropping out of school must complete the formalities for withdrawal from school and leave school within two weeks as from the date of approval. The files and relations of registered permanent domicile are transferred to the registered permanent domicile of their family. A student who does not go through the formalities or do not leave school for two weeks is treated as an external student by the security office of the school.

(VI) The student loan taken out by drop-out student shall be handled in accordance with the loan contract and the relevant provisions of the State and the Academy.

Article 27 If a student raises objection to the treatment for withdrawal from school, the said student can lodge appeal in accordance with the “Measures of Beijing Dance Academy on Appeal on Campus for Students.” 

Section VI Graduation, completion of studies and non-completion of studies

Article 28 Where a student completes the study of courses prescribed in the educational and educational program and meets the requirements of graduation at the Academy within the prescribed period, the Academy grants graduation of the said student and confers the diploma before the student leaves school.

A student who has completed the study of courses stipulated in the education and teaching program in advance and obtained the credits required for graduation may apply for early graduation.

Article 29 Where a student completes the study of courses stipulated in the education and teaching program but fails to meet the requirements of graduation at the school within the prescribed period, the Academy shall grant the completion of studies and issues the certificate of completion of studies.

If a student is under one of the following circumstances, the school grants completion of studies and issues the certificate of completion of studies:

(I) The student does not obtain the required credits for one or more compulsory courses within the period prescribed by the school (the aggregate required compulsory courses exclude the professional compulsory course and the practical compulsory course);

(II) The graduation design and graduation thesis are not up to mark;

(III) The student does not receive adequate credits for elective courses.

The date of graduation and completion of studies is filled in according to the date of issuance of certificate.

Article 30 If a student meets the conditions for the award of degree, the Academy’s Degree Examination and Approval Committee issues the degree certificate (for specific measures, refer to Annex 6 Measures of Beijing Dance Academy on the Administration of the Award of Bachelor’s Degree).

Article 31 For dropout students, the Academy issues the certificate of non-completion of studies or the certificate of realistic studies.

Section VII Management of Academic Certificate

Article 32 The school fills in and issues academic certificate, degree certificate and other certificates in accordance with the type of school and the form of study determined at the time of enrolment and the personal information of student at the time of admission.

If a student at the school changes the personal information such as the name and date of birth which is filled out in the certificate, the student shall provide reasonable and sufficient reason and provide the corresponding supporting documents with legal effect. The Academy makes review. If the local provincial-level education administration and relevant departments are needed to assist in verification, the relevant departments should show cooperation.

Article 33 The Academy carries out the electronic registration management system for the academic status and certificate of higher education, improves the measures for the academic status and certificate information management, and completes the electronic registration of the students’ academic status and certificate according to the relevant regulations in a timely manner.

Article 34 For students who have completed the professional studies minor in other specialties and meet the requirements for the said minor, the school issues the certificate of a minor subject.

Article 35 If a student obtains the enrollment qualification or academic status in violation of the national enrollment regulations, the Academy shall cancel the student’s academic status, and shall not issue the academic certificate and degree certificate. The academic certificate or degree certificate issued shall be revoked by the school according to law. If a student obtains the academic certificate or degree certificate by engaging in academic misconduct such as cheating or plagiarism, or improper means, the Academy shall revoke the certificates according to the law.

If the academic certificate and degree certificate revoked have been registered, the Academy will cancel these and report it to the educational administration for announcement of invalidity.

Article 36 If the academic certificate and degree certificate are lost or damaged, the corresponding certificates will be issued upon verification by the school to the applicant. The certificates have the same effect as the original certificates.

Section VIII Supplementary Provisions

Article 37 If the implementation of these Provisions involves other outstanding matters, the Academic Affairs Office is responsible is responsible for offering solutions through research, and it is then reported to the competent school principal for implementation. If it involves major issues, it is reported to the principal’s working meeting for research and implementation.

Article 38 The Academy refers to these Measures in its administration of students from Hong Kong, Macao and Taiwan, overseas Chinese students and foreign students.

Article 39 These Measures shall be fully implemented for all students of the school from September 1, 2017. The original provisions are repealed at the same time.
